Who Is Justin Fulcher? Entrepreneur, Advisor and Policy Scholar

Justin Fulcher is a technology entrepreneur whose work has moved between healthcare and national defense. A recent profile describes the connection as execution within constrained, highly regulated environments, where trust and accountability cannot be negotiated away. His story covers a startup, a federal advisory post and graduate study in security policy.

The Entrepreneur

Fulcher co-founded RingMD, a telemedicine platform, in 2013 when he was 21. The company connected patients with physicians remotely across Asia and eventually operated in multiple countries. Its model responded to a clear gap: basic healthcare infrastructure in many parts of Asia trailed behind mobile connectivity. Products had to function where bandwidth was unreliable and conventional care was sparse. That meant designing for weak networks from the start.

“Healthcare is one of those things that affects everybody,” he told Charleston Digital Corridor in 2020. Forbes Asia recognized that effort with a spot on its 2017 30 Under 30 list in Healthcare & Science. He has since stepped away from daily operations and remains a board member and minority shareholder.

The Advisor and Scholar

Justin Fulcher joined the U.S. Department of Defense in early 2025 as a Senior Advisor to the Secretary of Defense. Acquisition reform and technology adoption defined the role. Justin Fulcher contributed to reforms that trimmed software procurement timelines “from years to months” and modernized key IT systems across the department, and he accompanied senior officials to Indo-Pacific dialogues.

His academic credentials include a 2023 Master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies. He is now pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies. Today he concentrates on defense technology innovation and supply chain resilience, particularly for rare-earth elements.

He has described his guiding principle in nine words on LinkedIn: “Execution over narrative. Accountability over optics. Durability over speed.” That outlook, the profile suggests, explains why Justin Fulcher keeps choosing hard, unglamorous problems. Refer to this article for related information.
